Security Sector Reform

The UK Government’s goal is to help the Iraqi authorities to deliver security, stability and justice to all Iraqi citizens.  We have so far invested £133 million in support of Iraqi-led initiatives to build up legal, security and law enforcement organisations, while also building capacity within the institutions that govern them.

Since 2003 the UK government has contributed the following in this field:

- Building the capacity of the Iraqi MOD in policy formation, finance, human resources and procurement through British MOD advisors
- Developing the capacity of the Iraqi Police Service through the training and mentoring of officers.
- Building the capacity of the Iraqi Ministry of Interior by providing leadership, administration and legal advisors.
- Building regional and international links between the Basra Judiciary and Middle East Centres of legal expertise, training in human rights, international humanitarian law and judicial independence;
- Penitentiary Training.  We have trained over 1000 prison staff (at basic, intermediate and Governor level) in management, detainee handling and recruitment;
- Advice to the Ministry of Human Rights, provision of human rights training to all sectors in the Iraqi Criminal Justice system:
- Judicial training: Over 200 Iraqi judges, lawyers and prosecutors trained in human rights, international humanitarian law and the importance of the independence of the Judiciary;
- Forensics training: Training and assisting with the training of almost 5000 police officers in forensics, including finger print training and microscopy.
